How can i get a horizontal scroll bar on my internet window when it is small view?

i haven't altered any settings but there isn't a horizontal scroll bar anymore. how do i get it back?|||By default windows has this disabled, the code that is blocking it is in your Windows/System32 folder, deleting that should correct the syntax that is causing a runtime error in your web browser enviroment.
