Trying to create a fluid horizontal navigation bar?

So, as I add more items on the primary navigation bar beyond a certain width- it should start shifting to the next row but the items should be aligned such that there is no empty space to the right. Is there a better-designed horizontal menu that I can use? (fixed width and height may be causing the issue)
