What is the deal with the horizontal bar at the top of the screen on FOX pro football broadcast in HD?

There is some blank space above the score bar on their HD football broadcasts. There's never anything there. Whats up with that??|||I never noticed it before. Thanks. If you look at it closely it's slightly transparent.
